6.42 is a very poor CGPA for Germany but don't be discouraged as you will find many good options like in Spain, Poland, Ireland, Czech Republic, Denmark etc. You may also have to get your degree assessed by the concerned university abroad.

Normally speaking, lateral entries are restricted to student's domiciled in that state only. Hence, you would normally be eligible for this, if you are having domicile of Tamil Nadu. List of colleges in Chennai offering lateral entry should be available on the website of DTE of Tech education of Tamil Nadu.
