The United States is the best when it comes to education in MS, and the most popular choice is Computer science nowadays, and I don't see this popularity index changing any time soon. However, the choice is entirely yours, there are many premier MS colleges in India as well offering relevant courses.

Language of instruction in Germany is German. You need to study this language first before starting the course. I feel you should approach specialist agencies dealing admission in Germany since there are many nuances and requirements to be fulfilled.

Germany is the desired destination of many students while seats are limited hence there is tough competition.
