If your aggregate is 55% then I am sorry, there is no use in try for Germany but still chances are very low, you can try for the private institutions but you should sacrifice in choosing the course you want.
Instead try for countries such as Canada, Australia, US, etc. or any other European countries.

You are advised to clear your backlogs after putting sufficient effort. You are further advised to concentrate in your remaining engineering studies and do very well. If you are able to achieve good final score, any recruiter will condone your gap year. You may go for higher studies like M.Tech or MBA to cover the gap year because your selection will be based on PG score.

Opt for the engineering branch that you love the most and are most passionate about and analyze the future work conditions, scope and growth prospects before taking admission.
You can also opt for psychometric test comprising of Aptitude, personality and career interest to clear confusion.

I would prefer you to take the lateral admission in engineering as you have good grip over mechanics and can join by omitting one year.

With your undergraduate score, you will need to have an amazing GRE score, good recommendations and a terrific SoP. I would encourage you to work hard to score 317+ in GRE. IELTS is just a measure of your English proficiency and nothing much. A score of 6.5-7 or above is good enough. You need to work had on other aspects of your application.
