Hi Vedant,
You can apply to other countries but not Germany. They don't see a Polytechnic Diploma or any Diploma as a qualifier to Bachelor degree. If you want to study in Germany, you must clear IIT JEE Advanced or complete the first year of a Bachelor degree course in India. Learn the German language too.

Dear Karhrunaa! In India, core engineering jobs are very deficient. So that's hard to find. but still if you want to do core jobs then, you must to do M.Tech from a reputable and globally recognised college.
My suggestion; Buddy, you can go to abroad as India is still far behind.

Hi, NYU is one of the toughest to get into. Lateral entries are difficult abroad and after a diploma chances are low. If you want to study Bachelor degree you have to take the SAT or ACT and TOEFL. Check NYU website and also email them for your lateral entry query.

GRE is a pre-requisite to get admission in most institutes offering admission in MS (any branch). However, there are institues which offer admission into MS based on marks obtained in undergraduate field of study. Please refer to the link provided below for a list of colleges offering admission into MS and their admission requirements:
