GRE is a pre-requisite to get admission in most institutes offering admission in MS (any branch). However, there are institues which offer admission into MS based on marks obtained in undergraduate field of study. Language of instruction in Germany is German. You need to study this language first before starting the course. I feel you should approach specialist agencies dealing admission in Germany since there are many nuances and requirements to be fulfilled.
