Hi,
Better details could be provided if you specify your country choice. Admission requirements, acceptance rates, etc. vary from university to university across all countries. If you are aiming for a top ranked university you should clear your Bachelors with excellent scores and an all-rounded profile, take the IELTS or TOEFL to meet the English language requirements. Additionally you have to submit a statement of purpose and LORs to be submitted by your teachers. You can also check here to have an idea:

You can never take direct entry for job in ISRO even if you did PhD. They have their own certain criteria for giving job like entrance exam, qualification, interviews, experience and etc. Secondly, Diploma students are very under qualified for job at ISRO. So kindly go for B.Tech and M.Tech from a reputed and AICTE approved college to work for ISRO. I would recommend you IIST for B.Tech.

Hi,
Yes, you can apply for Bachelor's degree after your diploma. You have to take your IELTS or TOEFL too to meet the English language requirements. Secondly, different universities have different admission requirements, you may have to take the SAT for some. Please therefore check university websites for admission requirements before applying. See here for university options:

I think you should research online about Australia study policy. There are pros and cons for students who are coming from another country to study in Australia because you can study in Australia but another country's students can't get jobs in Australia.
