Firstly you should score very well in your present branch so that you are in top of the merit list of those who desire change. Secondly, there should be vacancies available in your intended branch.

For mechanical engineering you can consider Germany, Singapore, Hong Kong, UK, Australia, Canada, Ireland, Netherlands, etc. Europe, Canada and Australia have good work permit options so check in these countries. Rest of it matters wholly on how you perform academically.

Yes, you can opt for BE mechanical after diploma in mechanical but you can't become pilot through BE mechanical, you need to opt for separate pilot training course.
