You need to submit your applications and certificates first in order to consider it. So that, the universities may decide about the scholarships and about your tuition fees as well.
A student gets a scholarship only when she/he is with a good positive rank and on your curricular activities.

Doing Ph.D in any stream is a very tough decision because this requires a lot of patience, consistency, time and money also. However, it depends upon own caliber and interest and if you think you can. Now, coming to the point, in my opinion, you have already taken the PG in manufacturing engineering. So, now, the time is to apply your knowledge/ qualifications in real market.
