Both branches are equally good and very good job opportunities. CSE has an edge over Mechanical Engineering in term of job opportunities based on last few years data and job market forecast.

You can not specialize in Computer Science and IT field while undergoing BTech Mechanical Engineering degree. You will be able to do only compulsory computer language courses and CAD-CAM courses. If your Engineering college has flixibility to alliw or choose interdisciplinary electives then you may choose few courses such as Data Structures, RDBMS etc from CSE department. You are advised to do computer software courses during your summer vacations.

You can do MS in Germany. For that, your overall grades in engineering should be good. To study in Germany, you have to learn German as the maximum courses are in German. There are levels of German language A1 to C2 (highest). You have to qualify a certain level to study there.
Get in touch with study abroad counsellors for better guidance. Do your research about what are the requirements to study in Germany.
Good luck.
