13 years education is required and Diploma is not accepted. Very high academic grades are required, 69% and 9 backlogs is not a suitable profile to apply to Germany. If you really want to study in Germany then clear IIT JEE Advanced to be eligible or enroll into a Bachelor degree and complete the first year. Very good ranking and percentile will be required. You should look at other countries like Australia, Europe, etc.
