Hello Shubham,
Lateral admission is possible in every state. DTE of your state will have on their website complete details of the admission process, fee, etc., and of course, seats offered in different colleges. Admission is invariably on the basis of marks obtained in Diploma and is restricted to domiciles of the state.

For mining branch, the on-campus placements are very low, it's less than 30% and even low for the batches I saw. None of my friends from Mining department got placed in the campus and many of them have pointer 8.5+. Later, they got jobs through off-campus placements, that's a different story.

A polytechnic diploma gets you to the second year of B.Tech or BE.
That is called Lateral Entry and there is a separate selection process for this in colleges and universities.
