NIT-Rourkela School of Management doesn't accept Non-technical students for MBA. Yes, MAT score is accepted here, but every year cutoff score changes. 2019-2021 MBA admission form is not released yet, keep visiting NIT Rourkela website for more updates.

Earlier if you want to study in NIT for general category student 160 to 200 marks was okay. In the current scenario, it is still valid for getting an NIT.

Some of the key factors that will be considered for determining the NIT Rourkela JEE Main 2019 cutoff are as follows:
1. Number of candidates applying for admission to the course to which admission is sought
2. Difficulty level of JEE Main 2019. If the difficulty level of the exam is low, it might push up cutoff marks.
3. Cutoff trends of previous years.
4. Category of the candidate.
5. The number of seats on offer.

Mechanical engineering is a core branch so it's a bit difficult for you to get any seat in any NITs. Ninty percentile is not enough. Good luck.

Yes, you can apply. The total marks are 400 out of which 100 marks for career, 100 for entrance test i.e. CAT/MAT/XAT, etc., 100 for GD and 100 for PI.

For admission in NIT, candidate must appear for JEE Mains. Unless you appear for the entrance exam you won't get admission in National Institute of Technology. The eligibility criteria for entrance exam is 12th with PCM as the subjects.
Apart from IIT and NIT, most colleges in India offer lateral entry for diploma students. These colleges do reserve some seats for lateral entry students.Diploma holders are not allowed for JEE Main admissions but they are allowed for JEE Advanced. So they can write the JEE Main exam just to qualify for JEE Advanced.
