No, admission to BTech in Biomedical Engineering programme is done through the Engineering entrance test. Through NEET, you can only enroll on MBBS,  BDS and other medical programmes. BTech or BE in Biomedical Engineering is an interdisciplinary course which consists of subjects from medicine and engineering but it doesn't fall under the Medical domain. Moreover, candidates must have studied Mathematics in Class 12 in order to appear for JEE and pursue this course.

Yes, you can get admission in Govind Ballabh Pant University of Agriculture and Technology (GBPUAT) for the B.V.Sc. course without NEET if you are from Uttarakhand. Admission to B.V.Sc. for Uttarakhand candidates is based on merit in the entrance exam conducted by the university, not through NEET

Yes, after the declaration of the Kerala NEET UG counselling seat allotment result, candidates will be given the option to upgrade the seat choice. Based on that, the counselling authorities will upgrade the seats based on the choices entered by candidates, in case the desired seat is vacant after the institute reporting process is concluded.

No, a name change after 12th will not lead to any complications in your admission process. You can legally change your name in all your official documents so that it does not create any ruccus for you.
