Yes, Germany does have scholarships where your entire fees are waived off, however your current academic scores do not offer much chances. Even without scholarship fees in Germany are very low and cost of Masters even with stay may be less than doing it in India.

I have one question for you. Why did you choose Geography in your Bachelor degree? If you ask me for further education after this degree which according to my suggestion, you should think of Geo-informatics programme in Master level.

You will find number of options to study your desired area in New Zealand. For job prospects and PR you must be aware of the skills in demand. If your job is one of the skills which is in shortage and you have the required qualification, obtaining a PR will be easier. I will suggest you to go through the Immigration New Zealand website for a list of skill shortages. Science and IT related jobs are amongst those under long-term shortages.
