It depends on your interest that in which college you are more comfortable. Although in terms of placement, you should go for NIT, Durgapur. You will get more opportunities in this college.

Actually, it depends upon your diploma that which diploma program you are looking for like if you are looking for 6 months diploma from distance learning university then you just need 40% to 45%.
