Yes, there is quite possibility to get NIT college with 86.25 percentile. But, you can confirm it with 2nd attempt. Ready for April attempt & score above 95 percentile.

Hello Akash Kumar, You have received 90 percentile in your JEE Mains which occurred in the month of January. With this percentile, I feel you should get admission in either of the three institutions that you have mentioned. No, you can't get seat in NIT with that percentile, but don't worry better luck next time else go for other prestigious university.

The final AIR will be declared after April 2019 considering the best score out of the two JEE main attempts for all the applicants, hence based on current percentile we cannot predict whether you will qualify for NIT/SPA or not. Wait for the final AIR declaration.

There is no such criteria, anyone who has cleared the cut off can participate in JoSSA counseling, and the allotment generally depends on your category, your branch of selection and the NIT.

You are only eligible for NIT's, if you at least score 95 percentile in JEE paper 2.
According to JEE paper 2, you are only eligible for NITs and some prestigious college, but for IIT you have to qualify JEE paper 1, then JEE Advance. If you have to qualify in these two paper, then you have to apply for AAT examination.
