The final AIR will be declared after April 2019 considering the best score out of the two JEE Main attempts for all the applicants, hence based on current percentile we cannot predict whether you will qualify for NIT or not. Wait for the final AIR declaration

For General Category, it will be difficult to get NIT for this percentile. But, you have to keep looking for branch you prefer. Some seats are left empty in uncommon branches.

Seat allotments are based on AIR. In your category also, the allotment will be based on AIR. You can say that category rank indirectly comes into play, but when a category student has a rank so good that he can get a seat in general category then, AIR is considered.

Hello Mr Deka,
You have scored reasonably well for your category. But to get CS you need to be in top bracket of your category. I am attaching a link that will predict college for you based on your percentile. https://www.shiksha.com/b-tech/resources/jee-mains-college-predictor

Chances are slim for a good NIT but you can get a seat in some branch in last few rounds. It will be better if you prepare well for coming JEE Mains and better your score.
All the best.
