The final AIR will be declared after April 2019 considering the best score out of the two JEE Main attempts for all the applicants, hence based on current percentile we cannot say with surety whether you will qualify or not. Wait for the final AIR declaration.

Cutoff marks or the all India ranking list or the number of students, who will qualify for JEE Advanced all these three are almost one and the same thing. This is likely to be published in the last week of April or first week of May by National testing agency after conclusion of their second set of JEE Mains examination in the month of April. Till then you will have to have patience. However, I would Still recommend you to appear for the second set of examination in the month of April with the aim of improvement in your JEE Mains percentile. Best wishes to you.

For exact fees structure you can visit the site of respective colleges. Government is giving subsidy to the students whose annual income is below 1 Lacs. The tuition fee is totally zero for these students regardless of the category. For students who are have annual income between 1 L to 5 L, the tuition fee is only one-third (1/3) of the total tuition fee. Fo
