It's very good to pursue MBA after BBA. But since you are from Bhubaneswar, it's very hard to find a good college in Orissa. I would suggest you to take the chance from Indian School of Business-Hyderabad. It is the biggest and the greatest college in India for management course (After IIM-Ahmedabad and Bangalore). Apart from ISB Hyderabad, you can look for SP Jain college or St, Xavier. These colleges are outside Orissa because in this state, it's very hard to find any 'Good' college. Hope this helps. Yes, you can. You have decent acads, if you clear the sectional and overall cut off you surely can get admission in Xavier Institute of Management for MBA in Business Management.

Last year, for MBA HRM, the cut-off was + 92.5.

No, you aren't eligible. You should have at least 50% in graduation.

Birla Global University is a better option for pursuing PGDM.
