No, it is an eligibility exam for Panjab University admission and its affiliated colleges. For scholarship university and its colleges has their own guidelines.

Admission shall be made on the basis of the basic criteria and additional criteria, if applicable to any of the individual/constituent college/ department. Basic Criteria for M.A. / M.Sc. Or Equivalent
you may get admission in Punjab University. But for that yiu have to qualify there entrance exam . You can try. Good luck.

In case you have failed to clear JEE Mains then don't get disheartened. There are many private universities which are no less than the government universities. They offer the same quality education and better facilities than many of the government institutions.
