Yes, a typical Indian student can attend Pennsylvania State University. The university has an online application to be completed, official transcripts, evidence of proficiency in English, and standardized test scores if they wish. Students are also required to submit a Self-Reported Academic Record and are likely to be required to submit letters of recommendation and a resume. Penn State is test-optional until Fall 2026, so SAT/ACT score submission is not required. Satisfying these conditions would enable an ordinary Indian student to be admitted into Penn State.
