Hi,
Yes, you are eligible and you can apply for it. A candidate for admission to the Program for Degree of Doctor of Philosophy must have obtained at least a second class Masters degree with not less than 55% of marks of a university or a degree recognized by the university as its equivalent in the subject in which the candidate wishes to pursue a course of research or in a subject .

Dear Aakriti,
In India it is not possible. However, you can do this in United States. In India, in order to pursue Ph.D, you must to have completed your Masters.

The first and basic qualification required for a Ph.D course is that you must have completed your Master's degree course. To apply for Ph.D, you can either directly apply to the professors of different universities sending them your resume, Statement of purpose and your research papers. Or you can appear for UGC NET examination and then sending your NET scores to the professors under whom you want to undergo your Ph.D course. Since, you have not yet completed your M.Sc. You might not be eligible to pursue a full time Ph.D but you can start applying if you will be able to complete your M.Sc before the start of the next academic year. Re
