You have completed post graduation degree in advance construction management so you are eligible for Ph.D course but you must have a valid UGC NET score.
NET stands for National Eligibility Test. The educational qualification required for NET exam is masters degree from a recognized university with above 55% marks. 5% relaxation is given for SC/ST category candidates. Final year student are also eligible for NET exam.
There is no age criteria for NET exam but for JRF posts, your age should be below 28 years.

You will become eligible to pursue your Ph.D after completing your postgraduate degree and having some relevant experience in the concerned field. There are some good institutes which demand a minimum 3-4 years of work experience to be eligible for Ph.D. They follow the steps like:-

Hi,
To take admission in a Ph.D course, the minimum qualification required is Master's degree with a minimum 55% marks. If you fulfill the same then you can apply. You will be exempted from research eligibility test (RET) if qualified UGC NET in the subject in which you have done PG otherwise you need to appear for an entrance examination called RET. Few universities prefer candidates who have completed M.Phil.

Yes, you're eligible for PhD from Mumbai University.
Please keep some important guidelines in mind, if you want to pursue this course:
1. You must have a Master's degree from a recognized university with a minimum aggregate of 55 percent marks.
2. Admission to PhD courses is done through Common Entrance Test namely PET (PhD Entrance Test).
