Typically, you must hold a Bachelor's degree in Physics and must have passed the degree with an upper first class if you desire to study in top notch universities like University of Melbourne or Sydney. You must also take the IELTS. Australian universities generally do not require a GRE. Please check university websites for specific entry requirements before applying.

If you like your subject and are interested in research, Ph.D is the way to go. Be it at IIT, IISER, TIFR, IISc and so on. Choose a top class institute and a good guide with whom you would be comfortable to work.

Relevant publications and relevant project work is necessary, it may not be a full on research paper because you will learn to do research activities during your Master's degree or Ph.D. Your undergraduate project work should be related to research. Research papers are part of M.Sc and Ph.D so in due course, you will be able to produce quality research papers. They also require you to do some advanced courses in specific subjects depending on what you want to study. You can visit the university websites for details.

It's hard to infer what exactly you are asking about. Since many programs are interdisciplinary now you are eligible to apply for MS Physics both in India and abroad. But universities will also check if the work experience you have gained is relevant or not. With your engineering degree and work experience, you can come handy in many fields. Please clarify your query for better guidance.
