Dear,
Through both the programmes, you can prepare for civil services exam but as a professional degree, I would prefer Economics (Honors) Programme because if you not able to crack the exam. Then, you can start your job or further education for growth, knowledge and opportunities.

DU and BHU have the best colleges for this, also, in case you stand eligible you can apply for JNU. It depends on the cut off of the colleges.

Yes for preparation of civil services, it would be beneficial. But you continue with commerce that would be more beneficial for you.

After completing your majors in arts, there are many options which you can pursue. You can sit for competitive exams like CDS, CPF, UPSC Civil Services, SSC-CGL, Bank PO and many others to get into government services. In private sector, a lot of career opportunities can open if you could supplement your graduation with Masters in journalism or international relations.
