Hindu College is considered the best college for pursuing political science. The faculty and study environment are very good. Moreover, Hindu College has its own parliament, which helps in overall development of the student. The students of political science participate very actively in the parliamentary activities.
After Hindu, comes Lady Shri Ram College for Women. LSR is also a very good college and has a decent faculty.
Other good colleges are:
1.) Ramjas College
2.) Kirorimal College
3.) Miranda House

Dear,
Through both the programmes, you can prepare for civil services exam but as a professional degree, I would prefer Economics (Honors) Programme because if you not able to crack the exam. Then, you can start your job or further education for growth, knowledge and opportunities.
All the best.

DU and BHU have the best colleges for this, also, in case you stand eligible you can apply for JNU. It depends on the cut off of the colleges.
