As far as your preference is concerned both courses are good and have good scope in their domain. However, if you are planning to prepare for civil services then better go for public administration. A few colleges offer BA in public administration and I know of UPES, Dehradun as one my friends is studying there. I mentioned civil services exams because the BA in public administration at UPES has a part of the curriculum dedicated to IAS coaching. You can better call and talk to the help centre at UPES and they'll help you understand this better.

Political Science is the interdisciplinary study of government that incorporates political theories, economics, history and international relations. Many universities offer Bachelor of Science and Bachelor of Arts degrees in this field. Hi Rakesh,
You must take GRE to be considered for admissions. A valid TOEFL score, statement of purpose, letters of recommendation, etc. will also be required. Columbia is one of the top ten universities in US, so the admission process is going to be extremely competitive. Admissions will be basis your overall profile. The financial aid will also depend on your profile.
