Her percentage is too low to get into any Delhi University colleges. However, she may opt School of Open Learning which offers BA general and BA honors in political science. If she scores well and if seat is available any good colleges she can move from SOL to regular college.
Following rule applies:
Migration from a Regular college to the School of Open Learning and vice-versa with change of course is not permissible. However, migration to II year and III year would be allowed in the same course and same subject. You have pretty good marks in class 11th. I wonder why you want to change the stream.
Unless you have strong interest in political Science, I would recommend you to continue with commerce field.
As for the calculation of best four subjects:
For BA
1. One language, which can be core subject, or elective, or functional
2. The subject that you're applying for. If you don't choose that subject as part of your best of four, you might be at a disadvantage of about 2%
3. Two other subjects from List A (List A includes disciples that are offered by the varsity for admission to its undergraduate programs.)
For B.Com:

BA in mass communication does not have any subject related to political Science but a person having knowledge of political Science will surely have an edge over other candidates pursuing the same program.
