It's ones own interest and comfort choosing the branch.
Mechanical engineering is the core branch and In my opinion polytechnic deals with self learning personally and professionally.

Yes, you can but depends on the university. You cannot do two full-time courses together. So, one has to be in full-time and other in distance mode or both via distance mode. It is also not easy to concentrate on both. It is better you concentrate and excel in just one.
