It is available here at Andhra and may in Telangana. You have to attend an exam and there by you can directly enter into 2nd year Polytechnic. Keep asking.

There are many private colleges available for study. But my suggestion is to go with government colleges which would enhance ones skill.

Mechanical engineering is the core branch and In my opinion polytechnic deals with self learning personally and professionally.

Yes, you can but depends on the university. You cannot do two full-time courses together. So, one has to be in full-time and other in distance mode or both via distance mode. It is also not easy to concentrate on both. It is better you concentrate and excel in just one.
