Today only, I went gov poly for admission regarding my sibling. So, there was written clearly Rs. 2504 DD for OBC/SC/NT candidate plus 3000 extra cash. Whereas Rs. 6000 DD, Rs. 2504 DD and 3000k cash for open student. This fee structure is from Nagpur gov poly. Here you can see OBC student don't have to pay extra 6k. So, OBC student is getting concession as compared to open student.
Regards.

I am sorry to say that IIT doesn't allow lateral entry. You can not apply in IITs on the basis of Diploma. If you have to apply for IIT then after 10+2 take JEE then it is possible.

Once you confirm your application you cannot apply again for cap round. If you didn't get any college in your first round, then you can go for second round. The query regarding hostel is once you get admission in a particular college, the college will provide you details regarding hostel fee.
Hope this helps you.
Best of luck.
