You can become a developer by joining any software development and maintenance company after completing any of the education qualification such as B.Tech CSE/IT, BCA-MCA, B.Sc-M.Sc CS/IT. This are standard minimum educational qualifications preferred by Indian IT companies.
You can also do short programming language courses and appear for industry recognised certifications to start career as a programmer. Job opportunities by this option will be lesser and to break in into good IT companies will be difficult.

There are a lot of options. As I see that you have completed HTML course, so in the same stream, you can go with PHP, JAVA Courses (JDBC, ODBC, SERVLETS), SQL, ASP.NET, ADO.NET, CSS, XHTML etc. So, you can choose any option among these.

SAT is not a course. It is an entrance exam to study abroad and you cannot compare C+ and SAT because they have no relation.

Your query is a little hazy. Calendar year in which you did 12th is missing. There are certain eligibility concerns for those who have done12th many years back. Then there is age limit too in many colleges. If formal universities are not allowing admission then you can opt for distance learning where age is no bar.
