It is very hard to tell if seats vacant or not. As the College authorities do not disclose these informations.
You have to apply first by paying the Registration fee.
They will call you if there is seats available.

I am doubtful for B.Com to be eligible for M.Sc Psychology. Eligibility: A student who has passed in BA Or B.Sc Psychology Degree from a recognized university with minimum of 50% aggregate. Students having any other degree such as Bachelor of Social Work BSW BA Sociology, B.Sc. Home Science, BA Philosophy or B.Ed with Psychology papers. Admission Process in most Colleges:

Yes, it is possible, if you are doing from a university, which comes under UGC, then when you finish you're MA in psychology, then it is eligible and you are eligible to become a professional counselor.
