Yes, you can. As per UGC guidelines, one can pursue 2 different programme from 2 different universities in different study mode.
But you have to check your time management for your study .

To pursue Ph.D, you must start contacting the Ph.D research heads of the universities/departments and share your research interests with them. You have to be accepted by the research head before you submit your application. Universities in the US would require you to take the GRE. Additional eligibility will depend on the country and the university. Your scores are less so finding a suitable research university will be very competitive.
