Hi,
It is very difficult to answer this, every university has different criteria, some universities may accept a lower score depending on the student profile and the same university may not accept a lower score for a different student. So, instead you can email the universities and check. See if pathway programs are available.

All good colleges abroad require IELTS or TOEFL score to test your English skills. If a college is allowing admission without it then I am not sure if it is a good college and you should take admission in.

Dear Sai,
You have only mentioned that you want to study in Australia after taking PTE and want details regarding higher studies, to do this I would like to know as to what exactly have you done currently i.e. , degree in which subject and your pass percentages or CGPA as the case may be. Also let me know as to what field you want to pursue your higher studies. Only when I have these details can I answer your question, also be a bit more specific when you say all the details. If you are going for a UG programme, yes, this score is enough. However, your 54 points in PTE can not be converted as 6 band in each module as you have mentioned. It may be equal, but universities will insist 60 in each. Nothing wrong in applying and trying for it.

Yes, you can apply. But you have to check the eligibility criteria of different universities before applying. Applying to a top university will be difficult.
