In my opinion, MSRIT is by far the best among the above in terms of job placements and project opportunities. However, a great deal depends on your choice of branch.

MSRIT is one of the best engineering colleges in Karnataka. But, Instrumentation Technology department is not up to the mark. If you wish to pursue the same, then try for RVCE, PESIT, BMSCE, Dayanada Sagar or BIT.
If you go through COMEDK quota then the approximate fees would be around 1.4 lakhs per year
All the best !!

I'm not too sure if your the rank range in your question is 300-4200 or 3000-4200, so I will answer both.
Any rank below 1500 should easily get you admission in the first round. For ranks below that, admission should be possible in the second and third round for ranks below 2500-3000. However, admission through KCET or COMED-K with a rank outside this range will be difficult.
Therefore, you are left with 2 options if your rank remains outside this range. You can either take up a management seat (which I advise against), or you could choose a different branch for now and attempt to change your branch upon completion of the first year.

That depends on which entrance exam you choose to write. For both KCET and COMED-K, you would need a rank of about 1000-1300 to get in through the first round. However, if you are lucky, you can get in through the second round with a rank of about 2500-3000.
Also, if you are very insistent on joining MSRIT and you don't get a Mechanical Engineering seat, you can pick another branch, because the coursework for the first year is common to all branches. If you do exceedingly well in the first year, MSRIT offers you an option for a branch change.

Nothing is tough and nothing is easy. You need passion, driven by ambition and a strong career goal to pursue a certain course. So its all about how u take it. Pgdm can be pursued by a student of any domain clearing grad with 50% marks and qualifying entrances like cat, mat, xat, atma, cmat etc. All the best.

Going by the trend of previous years, you would have to obtain a score of 90+ to get a seat in the Mechanical Engineering department of MSRIT. That would translate to a rank of approximately 1500 or less. The competition is quite fierce, but there are quite a few seats available so it shouldn't be an extremely difficult task.
I would also suggest you to apply to BMSCE and PESIT for Mechanical Engineering, as they have similar cutoffs as MSRIT. RVCE has a much higher cutoff. But Mechanical Engineering at MSRIT is an excellent course that is improving day by day. Therefore, I suggest that you work towards the course and make your studies

They don't really offer scholarships as such. But if you are planning on entering through KCET, the fees are approximately Rs.52,000 INR per year, which is quite reasonable for an engineering degree.

That depends on your perspective. In terms of job opportunities and chances for higher studies, it surely is, in my opinion. However, if you getting into one of the NITs or IITs, don't back out.
The faculty is excellent, especially in the Mechanical, IS, CS and ECE departments. With respect to Mechanical Engineering, the coursework might be slightly hectic, but there is huge exposure in terms of projects and internship opportunities. MSRIT is also one of the few colleges with a 100% placement record over the last few years. Doing well here will take you places.
