There are short-term courses in robotics but most of them are online courses, mentioned below are some of them:
By Coursera:
1. Robotics - Capstone
2. Intelligent Machining
3. Robotics - Estimation and learning
By University of Pennsylvania:
Robotics - Locomotion engineering
Robotics - Vision intelligence and machine learning

Although most of the colleges in India for Robotics is not that good. But exceptions are there:
IIT Bombay
IIT KGP
IIT KANPUR
IIIT Hyderabad (not sure, but they are good at research. They focus mainly on end products.)
BITS Pilani (currently working on Hyperloop)
These are a few colleges as far as I know which are good for a Robotics.

Yes, you can but it requires robotics knowledge as well Mechatronics can be understood to come from two words - Mecha, which stands for Mechanics and tronics, which stands for Electronics. Thus, Mecahtronics is the integration of Mechanical, Electrical and Software systems to make intelligent and more productive machines. Robotics simply is one of the applications of Mecahtronic knowledge. It involves the integration of all the components of Mechatonics systems to design machines that can act like humans.
