To study in USA, you must take the SAT or the ACT, it is a standardized test for admissions to US colleges. You must also take the TOEFL to meet the English language requirements. Yes, you can. Mechanical engineering is the base of many specializations like automobile, robotics Mechatronics, aerospace, etc. So, if you have done a Bachelors in Mechanical then you can do M.Tech in robotics.
