To study in USA, you must take the SAT or the ACT, it is a standardized test for admissions to US colleges. You must also take the TOEFL to meet the English language requirements. You have to check the university websites for more details. There are many colleges and universities in USA each one having different entry requirements. Check here:

Hello Mukesh,
Yes, you can. Mechanical engineering is the base of many specializations like automobile, robotics Mechatronics, aerospace, etc. So, if you have done a Bachelors in Mechanical then you can do M.Tech in robotics.

No, IIT-Delhi doesn't offer B.Tech in robotics but there is a robotics club which is the place for all robotics enthusiasts in the college.

Robotics will be a better option as it consists of mechanical, electrical and computer science engineering which deals precisely with the construction, design, application and operations of Robots.
