At DYPBBI, they have well-equipped labs for teaching and performing course practicals along with that they have some research labs like Microbial Diversity Research Centre, Cancer And Translational Research lab where professors carry out their research projects and students get opportunity to work there during summer break as they gave 2 months holidays for doing an internship. Im not sure which Government Arts and Science College you are referring to. However, the average fee for BSc Computer Science course ranges between INR 25,000 - INR 2,00,000 because BSc CS is offered by both government and private colleges. In comparison to private colleges, the BSc Computer Science fee in government colleges is less.
