First of all let me tell you that fashion photography is a specialization course for which you need to understand and learn photography. For which you should enroll yourself into a photography institution which has all the required equipment and the right faculty who can teach you and guide you on the right track. Kolhapur, this is the place that is famous in Maharashtra for folk music, folk cinema, arts etc. Since ages. In fact in olden days, majority of Marathi Cinemas were produced here. This necessitated requirement of designers of sets, interior, clothing, textiles etc.
Hence, no wonder that Kalaprabodhini decided to have their institute of design in this city. The courses offered are affiliated to Shivaji University, and hence follow the expected pattern.
However, I am worried about the placements, since Kolhapur is not having a big industrial base. Also, the film studios have shifted out and hence corresponding requirement of design

If you are asking about the worthiness, then I would say 'yes', it is worthy. But, make sure about your future plans and strategy. The reason why I am saying that, is because the scope of both these course leads in same direction. In B.Tech Civil Engineering, you will learn about the Mathematics behind construction of infrastructure. However, if you are asking for difficulty level, then I would say that B.Tech CS is more difficult than B.Arch. Actually, this is my personal bias. Some students may find B.Tech CS very easy. So, the difficulty level is all a relative term. Out of the given two options, which one is better, completely depends upon you and your future goals. I wouldn't suggest anybody to go for seeking after M.Des from University Of Petroleum and Energy Studies, because the required environment that a Designing student should get is not present here.
