The University of Pennsylvania's application process and requirements are the same for all the applicants. Each student's application, regardless of the citizenship and permanent residency status, is evaluated on the basis of their academic profile. For admission to UG courses of the university, the applicants are required to have high school / secondary school qualification. Apart from this, make sure to submit English language proficiency score. Also, the university wants to learn about students' interests outside the classroom, including extracurricular activities, and community service.

Yes, having an 8.33 CGPA in Computer Science helps in being eligible to apply for top universities in Germany. Requirements may vary, but all institutions like TU Munich, RWTH Aachen, and the University of Stuttgart fairly consider a strong academic background. In addition to the CGPA, work experience, a good GRE score (if needed), a well-drafted statement of purpose, and strong letters of recommendation will increase your chances of admission. Moreover, proficiency in German or English according to the course is important.
