No to get admission in B.Com in any university you have to pass all your subjects in 12th boards. Then you are eligible for getting admission in any university.

Yours IELTS score is good for post-secondary Diploma but your class 12th percentage is not that good. Still, you need to find entry requirement of colleges which offer that course at this percentage. You need to consult an expert visa consultant.

Nothing comes free in life and if you wish so, your profile of academic, co-curricular has to be extremely good. Germany do have free Bachelor's almost but you will need to show atleast 8-10 Lacs in your account. Diplomas in countries like canada are generally cheaper than the degree. You may look for scholarships for specific countries and courses at scholarships. Com.

Normally, for Diploma programme, you will not get any student visa. You can go for UK for one year post graduate degree programme. Many universities offer your stream.
