USA would be the most apt for electronics and communications, considering, the amount of opportunities and job. But it is more influenced by the university you are applying to and the companies near by. Usually, this is an indicator of what the university is focused on. Hope this helps you. It depends on the degree that you are going to select but one thing is true about this university that the placements have not been good because the companies have not found the students up to that standard which is established in the corporate. However, from the MBA department or from some other departments or very few placements have been done still my personal observation is that Kurukshetra University does not have good placements.
