Hi,
Yes, you can apply for Bachelor degree courses in relevant fields. The process depends on the country and university. Depending on where you want to study you must prepare first for entrance exams like SAT or ACT, IELTS or TOEFL etc. Every university has its minimum requirements which you must satisfy for applying to those particular universities. There is no course which can guarantee you a PR. You must choose a course depending on the job you want to do, depending on which professions are in demand and courses which will give you good scope after graduation. You cannot apply for a PR without finding a job first. You can check labor shortage list on New Zealand's immigration website. Finance, Accounting, Marketing are some sectors which have good demand.

You will need a Bachelor's degree in either computer Science or mathematics or closely relevant fields. You must be strong in mathematics and have good skills in stats, calculus etc. You may have to take GMAT or GRE. IELTS or TOEFL is also required as you are an international applicant. The admission requirements are different, depends where you want to study. Abroad is a very generic and broad term. First of all decide where to study.

To study Masters in Germany, you can take IELTS and start applying. They generally do not ask for GRE scores or any other test scores. GATE scores are accepted but if you have an excellent profile you may omit. You must also look at the university websites for university specific application requirements.

Yes, although some universities may allow you to apply before your final results are out your application won't be processed till your final scores are submitted.

Ofcourse not. You must take the IELTS or TOEFL to prove your English language proficiency. Additionally the universities abroad will ask you to get your transcripts evaluated so that they can assess through their educational standards. If the transcripts get evaluated correctly and if you meet the admission requirements you can study without any problems. You should email some foreign university offices when you are preparing for your application, it is good to create a personal touchbase.
