No, I am very sorry to say but you cannot. There are certain standards and rules which you must follow when you are applying to a university or college, you cannot jump from one course to another without a process. If you were interested in astronomy you should have thought about this earlier. The only option for you is to start your Bachelor's degree again but only if you had science in class 12th. If you do not have the slightest of the education background required you have no chance but to see open learning online programs like EdX, CourseEra, etc.

Your IELTS score is very low. An overall score of 6.5 is required for any PG level course in the world. But IELTS alone is not going to give you admission. And also depending on how good your profile is this current score may be considered. It is true not just for Germany but also the other two countries you mentioned. Germany is a research hub so it should be your first preference. Degree programmes are normally of minimum period of three years. Some programmes are of four or five years also. This is the situation in India. Abroad, the situation is little different. There a student has to score certain credits to get degree. Student has the choice of completing these credits in two years also. However, each country has different perspective. Even universities in same country may have differences. Hence, I would advise you to approach an agency that deals with sending students abroad for graduation.
