It's a yes for IGNOU but AMIE is a bit dicey because it has recognition issues in India itself. Also, regarding WES you have to speak with the universities first, all these are university requirements as well.

You can check universities in Canada, USA, Japan, Taiwan, Singapore, Hong Kong and so on. You have to finally narrow down your choice by looking at things like your profile, the admission requirements, your budget, climate, etc.

In India, there are many good private universities which provide good education and international placement. You can join BITS Pilani, VIT University, Christ University and Anna University.

Hi Mahesh, Canada on the basis of your grades will be difficult. You may check Australia or in Europe though you haven't mentioned what exactly you want to study. You must also check requirements, expenses, your budget, etc. See here for options:

Study abroad is itself a generic term. Different programmes and countries will have different exams required. You have to be specific. Depending on what you want to study you have to take exams like SAT, ACT, TOEFL, GRE, etc.

Well, you must check with universities directly. If your Bachelor's degree is from a recognised board and you meet admission requirements, you can of course. Write to some universities abroad and see, all have different admission requirements so you have to check all the requirements separately. After contacting them gradually, you will have an idea.
