680 -710 is an acceptable score range for majority of the universities abroad, so you should target this score range. More than 710 is excellent.

This will depend on what you want to study and where. Your question is very vague, please be more clear with your requirements.

Your education background must be relevant, this is the first and foremost requirement. If you have done a MS in Chemistry then see that the PG Diploma you want to pursue is relevant. Next, is the academics, you must have very good academic grades. Also you must take the IELTS. Different universities have different requirements so you must keep checking the websites before applying.

There are many good ones like Holland Scholarships and Erasmus Mundus. You may google out these names for details. Besides all universities have their scholarship schemes.

Majority of the universities in Canada do not accept three years degree so you have to check their website and if required opt for a WES evaluation, but first you have to check the university specific requirements. Your grades are good. Even your IELTS band is good. Check in countries accepting three year degree like Germany, Australia, New Zealand, Singapore, etc.

Yes, you can but you have to check with the universities before applying. Advanced Diploma, Post-Secondary Diplomas can be done, you may also be eligible for Bachelor's degree. You have to take your IELTS too.

Hi,
What seem best to me may not be best to you because every person has his own career plans and interests. Best course is a very absurd query, you have to check if you are fit or have the education background to study a particular program. There is no way your question can be answered because I have no idea what you want and what your education profile is. Check here if this link can help you:

There is no MBBS in USA, one must apply for a Bachelor's degree first with biology major. After you complete your Bachelor's degree you must take the MCAT. You can study medicine only after you clear the MCAT with good numbers. For Bachelor's degree in USA you must take the SAT and TOEFL.

56% will be accepted but will depend from university to university, you must also take the IELTS and score nothing less than 6. Check Campus France website for better details, they have many schemes for Indian students.

You will have the better answer to this, if you don't have much interest in programming then find out areas of interest, do you like database management, analysis, information management, general management, etc. You can decide accordingly. Also it is not necessary you choose CSE for your Masters, study what you want so that you succeed in your career.
