Hi. If qualifying for a scholarship to study abroad was so easy, candidate would have been offered a scholarship every second. Banks would not be giving education loans to students requiring the finance to study in a B-School abroad. Firstly, for getting a scholarship, all you need to know is what it takes to get into a (top) B-School: Extensive work experience, high GMAT, extracurricular activities, outstanding recommendation letters and excellent MBA career goals essay. All these sum up to a good application package. If your profile consist of these factors in a good way, chances of getting admission and a scholarship becomes higher.

You can opt for many courses, but best would be PhD, as you have already completed your M.Sc and PhD is easy to get as compared to the other degree. Plus you'll get enough stipends to live and pay your fees and you can save up to 20-30% of money. PhD is really worth to pursue from foreign countries.
