This depends on the university you are applying for. If the university has mandated giving IELTS score, then you need to appear for the examination, and give your test score. The minimum IELTS score varies from 5.5 to 7. IELTS is commonly accepted English language proficiency test accepted globally. But universities give you several alternatives to IELTS to study in Dubai. Hence, look for the university that fits you best, and does not require an IELTS score to process your application. Some universities also have their own interview, or assessment to judge your English proficiency.

Yes, international students can continue to work in their part time job after course completion. However, they need to have post study work visa which allows them to remain in Dubai and gain relevant experience for a prescribed period. International students usually get two years period to find work in Dubai post their studies. When they find employment in Dubai, they can apply for a work permit to continue working in Dubai.

The employer is required to sponsor the student and apply for work permit on behalf of the student. It is essential that the employer must be licensed to employ students for part time work.
