Eligibility criteria to appear for NTA UGC NET 2019:
Candidate must have scored at least 55% aggregate marks (50% for SC/ST, OBC- NCL, PwD) in Masters Degree or equivalent examination from university recognised by UGC in Humanities (including languages) and Social Science, Computer Science and Applications, Electronic Science etc. To be eligible for UGC NET 2019. As per the current UGC norms regarding the procedure and criteria for declaration of UGC NET Result, the top 15% candidates from each of the four reservation category (OBC, SC, ST, PWD, Transgenders) on the merit list with prescribed minimum marks will be declared as qualified for Assistant Professor.

Yes, an engineering graduate as well as post graduate student can appear for the NET examination that is now being conducted by NTA on behalf of UGC. There are of course other criteria like minimum marks scored in the graduation or the post graduation level as well as the age of the candidates. Yes, you can definitely give NET exam and you could go for Administration or management subjects in the exam.
