For SC, caste certificates made after 1st April 2017 are permitted. Maybe, you should make new certificate as soon as possible.

In UPSEE 2018, if I choose to float, will my seat be held for me? Will I lose that seat if I take part in next rounds of counselling?

If you choose the float option, seat will remain and alongside a new seat will be allotted to you.

Yes, you can attend 2nd round of counselling. Register yourself as per the schedule given by UPSEE.

Your chances are less but try till the last round. It would be better if you go for a good private engineering college with your rank.
