Yes, there is a fee for UPSEE counselling and it is refundable if the college has not been allotted to you.

You must be B.Sc passed with 45% marks and passed XII standard with Maths and then you will be eligible for UPSEE counselling.

It's the UPSEE scorecard. You have to score the minimum marks to fulfil the criteria. It has no relation with your 12th score.
